I urge the Archbishop to appoint a full time Catholic chaplin to the Philadelphia prisons. It is a vacancy nearing 1 year in time. There are 2,000 Catholics in our prison without a Catholic chaplin other than occassional volunteers. Othe faiths are fiully represented.
